After considering the Referee's performance as detailed in the following listing an overall mark is to be awarded. It is most important that the mark is awarded fairly and not based upon isolated incidents. At this level of football, the FA expects certain standards of its referees. As a guide, clubs should mark within the ranges shown below for each standard.
91 to 100 |
This standard of performance reflects confidence in the accuracy in decision making with the application of management and communication skills that create an environment of fair play and add real value to the game. |
81 to 90 |
This standard of performance will reflect confidence in the level of accuracy in decision making with management and communication skills that enable fair play. |
80 |
THIS IS THE STANDARD OF PERFORMANCE WE EXPECT FROM REFEREES AT THIS LEVEL. It reflects a confident approach to the decision making process with accuracy in the vast majority of those decisions. There will be empathy with the players and a positive contribution towards fair play. |
71 to 79 |
This level of performance will reflect the need for further development to achieve the standard expected. It reflects a reasonable level of accuracy achieved in the decision making process and some empathy with players that enabled a degree of fair play. |
61 to 70 |
This standard of performance will reflect the need for further development to achieve the standard expected. It reflects some shortcomings in the level of accuracy achieved in the decision making process and little empathy with players to enable fair play. |
60 and below* |
This standard of performance reflects shortcomings in the level of accuracy achieved in the decision making process and further shortcomings in the empathy with players to enable fair play. |
Notes
A mark between the numbers listed above can be given (eg. if not quite 90, 86 could be awarded, etc.)
* Where the mark is below 60, or marked poor in any area of the key areas, an explanation must be provided to the League by completing the appropriate box on the marking form. It must include comments which could help improve the referee's future performance. Even where a referee has significant shortcomings, there will have been positive aspects which should be given credit and extremely low marks should be rare.
